Full text of the bill here [1]. It does indeed state that after 4 years after the bill is enacted, "shall issue a final rule to establish performance standards for driver monitoring systems and require those systems to be installed on all new passenger motor vehicles." This is after a 2 year research study by the Sec. of Transportation.
So basically yeah, it would require it in ALL cars, not just driving assisted ones. The privacy implications are not good. Not to slippery-slope the argument, but who wants a camera facing inwards mandated by the government?
I personally have a dashcam, but that's to protect my interests against someone running into me, fraud, or just plain old bad luck.
