Interesting that “job-killing” is the argument used when it seems “taxpayer-evicting” is a more general and immediate concern. Regular people understand that stock market gains are the inflation lifeboats. Unfortunately regular people will be stuck with the bill while rich people leave (or don’t come, if they were planning to).

Why do people even bother to say this? Cash is fungible; if you raise $10 from this tax, you can simply cut $10 from the education budget and voila: the tax is funding education. Of course the law has various provisions to exempt this, unless your multigenerational business pays family members more than $10MM a year in salary. Another loophole for the latter: instead of selling your stock, borrow the money secured by the stock. If the stock goes down and you have to sell in order to cover, that sale will be tax free under this law.
