Probably a bench warrant gone rogue over time. Surprised it didn't make its way into the NCIS system, ending up as a felony arrest related to a simple traffic stop. Dispatchers and police don't have full access to the details of the warrant either. They see "felony" and immediately change the interaction protocol, as we have seen too often the past few years. Ms. McBride will probably spend another ten years doing the "expunge" dance as well. Lazy, unaccountable, and inexcusable.
