It's a relatively new feature (announced at the beginning of March but actually present since version 2004) called Known Issue Rollback. Non-security fixes in Windows now now check a configuration synced from Windows Update to decide whether to run the "old" or "new" code, allowing MS to roll back this type of update without installing another update.
