Doing things that upend the system by fraud, force, or perfidity rather than working with people to craft laws and make things better by agreement and good faith efforts. I'd agree gerrymandering would fit the perfidity part. A majority party trying to pass legislation is what majority parties do and is totally fine. Trying to split a city into over a hundred states so that the system can be rewritten unilaterally is more of the perfidity part.
