Every state isn't doing this. Karnataka/Kerala are better in this regard than Gujarat/UP. These are among the states where I am directly aware of the information collection. It isn't just BJP vs non-BJP either, Karnataka is a BJP state. Some states have better infrastructure and better reporting, e.g. Kerala, which ironically makes things look worse because their numbers are more honest. Ironically, on a per capita basis, the best performing state is Bihar, followed by UP. For anyone familiar with India, you can draw your own conclusions.
