"A layout optimized for different viewports results in the layout changing when the viewport changes."
How ridiculous to complain about a phenomenon that is basically tautological. The solution? Apparently it's user agent detection of phones vs. tablets vs. desktops. Because (of course) all phones are the same size, all tablets are the same size, and all desktop browser windows are the same size. Oh, and phones and tables are apparently also square.
