There's an ice cream franchise across the street using the same "trick" they tried to use were they say they operate independently of the other stores. Also Everlane, a clothing brand, is allowed to operate in Valencia for whatever reason, they have seven stores, three of them in malls, and do most manufacture in Asia... The whole non-franchise thing is completely broken, it's actually used by franchises already on the street to stop competition from settling in.
