Probably because in the US, often when one of these killings happens, it comes out that the officer who killed had in fact passed the trainings put in place the last time an officer killed someone. If you’re not following these things super closely you could be forgiven for not knowing this, but for those of us who do, the suggestion of “just train them better” generally feels pretty hollow at this point.
