Graffiti on blank walls is art. Graffiti on other art is vandalism.
- throwaway894345 6y agoIt's vandalism if and only if the property owner hasn't consented. If the original "artist" didn't have consent but the subsequent "graffiti" artist had consent, then the original artist is the vandal and the graffiti is legitimate.
