Systemic risks in Bitcoin do exist but primarily around fungibility and privacy. Risks strictly related to PoW, hashrate volatiliy, or "51% attacks" are not existential by any means. We do know how to mitigate them and multiple examples exist how altcoins managed to survive such attacks.
