West europe didn't have good options to go to USSR. Politically it was a no-no, going there meant you would be tainted as a spy even if you went back after a while. So, sure the USSR might not have been stellar, but in the cold war the camps were already cut either way and you didn't choose the US or USSR. You only chose to stay were you are or go for top entity of your block.
