  Titanium dioxide and barium sulfate is not plastic. They are anorganic compounds.

    The other ingredient of acrylic paint is an acrylic polymer.

      That will not increase plastic in the environment unless the new paint is less durable or incentivizes painting previously unpainted surfaces.
