Legally enforced gentrification?

  That's not gentrification, see any dictionary. That's just enforcing existing laws in many countries. Many countries have laws that state that owned properties have to be maintained. It's just not enforced, so you can increase rent without providing a better place. (And I am saying that as a property owner)
