  At 750-something pages, few will read the whole thing but it bears noting that appears to be Eric Schmidt in classic form, lobbying the government to ingest $bigcorp IT practices. Vis a vis the security competition w/ China, it is probably a smart move and will likely be implemented either proactively or reactively.
