It's not organized well and you can actually skip it if you come in by land or just pay a cheaper $700 fine walk past the hotel counter in the airport so I've heard. The rest of the requirements have been there since the start and haven't been updated probably because barely anyone has been properly vaccinated in canada yet, and non-resident citizens can't vote.
