China won't go from 0-60 in zero days just because other nations are already up to speed. They have to go through development itself and it is, much faster than the US did. It isn't an attack on the US which your comment reads like you believe. It's just that a country that is going through a metoric rise does not get everything right from day one because others have it somewhere else. It takes time.
