Learning to ride a bicycle without using your hands is pretty simple. I can only imagine shooting a bow from a bicycle is going to be easier than doing it from horseback. That said: bicycles aren't amazing on even moderately rough terrain so speed would likely be an issue. Not to mention the amount of stamina needed to pull this off on a bicycle vs on horseback.
