This is pretty much where I'm at. Below 30 I put on a t-shirt. Below 20 I put on long sleeves. Below 10 I put on a jacket. I have absolutely no idea what I'm expecting when the Americans say 65. This isn't a feature of either system, it's straight-forward familiarity. I'm sure if the weather man used Kelvin, it wouldn't take me long to figure out how to dress for it.
