From my basic experience and observations of living in the UK (in some not very affluent areas), alcohol is used mainly to relieve daily stresses and the obvious social norms. I suspect society has normalised taking alcohol to numb daily stresses or problems. So any sudden top down decision to ban it or trying to force a reduction in consumption by raising the prices would be met by a very forceful backlash. Any reduction would have to be conducted with a long term plan that redirects people from this reaction to stress and also for me, alcohol has seemingly helped me through depression , along with excerse
