I’m not the person who you’re replying to but I believe they have made a mistake. There is the US Munitions List, for which export is controlled by the US Department of State. This is a US Commerce blacklist so these items are not on the USML. I vaguely recall a shipment being stopped midway under the USML but I’m having an early 40s moment - I’ll update this if I remember the case and find a decent citation!
