It would be much better if they stated they have sole discretion of who can use their site while adhering to the law. No other justifications needed. People get upset when these policies are put in place but selectively applied. Companies try to appear unbiased, but it's too lofty of a goal (for technical and ideological reasons). Why they are not straightforward about their policies probably has something to do with why google dropped "Don't be evil".
