The same thing is happening with the EU. The narrative is no longer that foreign companies under contract are shipping vaccines from the EU. That has been replaced with the narrative that the EU is exporting vaccines and other countries are not. This is of course because the EU completely fucked up the contracts by being slow, inept, and not understanding how manufacturing is booked.
