If you count New Orleans, Blockpad (https://blockpad.net https://blockpad.net) has certainly tried it. I had a friend though who was a PM for a summer thing for Data Science for Social Good in Chicago at some point for physicists transitioning to data scientists and she complained about how none of them took her seriously when she said she lived and worked there.
