Based on my experience working at large companies this is largely not true. Large companies will generally have a dedicated legal team with a relatively high amount of organizational influence, and this is such a massive and obvious potential liability they will make sure that nobody is using software without paying for it. I'm sure there are some exceptions, and those exceptions will likely no longer be exceptions after someone manages to figure out they're using their software illegally.
