Devil's advocate: Would you not be annoyed that your individual health is reduced so that the "commons" is healthier? I think part of the problem is people will not sacrifice their own health. It's mainly a "that sounds great, you go first" mindset. Thankfully with population growth slowing I think we're not nearly as bad off as you might think.
