Although in the beginning of the post the author says "tooling that will tell you everything you do wrong" (which I agree would be 'proscriptive') other parts talk about UNopinionated ('descriptive', though now that I think about it might as well just stick with 'unopinionated') software ("The choice is between your rules and no rules"). So I guess really they're talking about 3 things.
