I suspect that depends where you are - here in Finland schools closed, but daycare stayed upon (1-6 years old). It was strongly encouraged that you keep your child home, but if your parents were doctors/similar there was no qualms about the kids going to daycare. Ours certainly went for the duration. We pay €250/month for that, which is very cheap.
