Not including the shoddy construction that seems to reach end-of-life almost immediately. *I am not claiming that all Chinese construction is shoddy, but adherence to code in building is clearly a significant issue and the only way it won't have multiplying effects to cost are if the only goal was the economic activity of the construction process and not at all the constructed result of the process.
