The author released this originally way back in the Tcl 8.3 era, this release is part of a refurbish and update attempt. No relation to the quadcode compiler. The author claims it's a full-featured Tcl-to-C compiler, with just some bugs and updates to take care of. I'm looking forward to setting aside some time to evaluate it. I encourage others to do likewise.
