If 15 minutes is so important, you could just add 15 minutes to the working day and still make that delivery. There are a million ways to solve this without treating employees poorly or lowering the quality of the service. In the same system they use to calculate the optimum route and delivery times, you can plan and factor in bathroom brakes. The company just chose not to deal with the problem, that's all.
