IMHO Windows UI peaked with Windows 2000.[0] The main difference being that it eliminated redundant lines and reduced contrast where it wasn't needed. This improved the visual signal-to-noise ratio. I recall no significant regressions. [0] Functionally identical to Windows XP with the luna skin disabled, as well as Windows Server 2003.
