You are correct in that cucumber is a testing tool... What is in that repo on github "whenever.js" is not for testing and is not BDD for js or jquery. The author implemented a dsl like cucumber to allow creation of behavior in javascript.

Fair enough - I'll call it a failure of imagination for me, then. I saw a DSL that had a BDD syntax for javascript, and thought it was meant to be some form of testing tool. We all have our cognitive blinders :)
