SMS API for international numbers

I am looking for an SMS API for receiving text messages from users in Europe, and Australia. Both Twilio and Tropo do not support local numbers outside US/Canada to which people can text to. When I Google, I see lots of services, but I would like some inputs from your personal experience. (I only need to receive messages, need not send it. And the number needs to be local because, otherwise user will have to pay an international rate.)
