It's a flaw in the system. A system built around a reactor with known risks if electrical supplies are interrupted. This is a region of a country where tectonic activity is significant enough that seaside villages are cutoff from the sea by 15 foot reinforced walls. A reactor with the failure characteristics of the Fukushima reactors sound like the wrong tool for the job to me.
