I think the important thing is this commit was blocked -- there was QA process that caught it. This statement reads to me that there will be more code review moving forward. The whole situation is embarrassing to the 13 release process, but a lesson was learned rather than a dangerous release being created. I look forward to wg, and I understand the rush to want it out.
