iirc memcached either uses or used to use https://en.wikipedia.org/wiki/Linear_hashing https://en.wikipedia.org/wiki/Linear_hashing to avoid rehashing induced pauses. it definitely makes sense for that use case but you're correct that it's not the right call for a general purpose hash table implementation.
