- midasuni 6y agoFees were a problem back in 1999 but they creased to be an issue in 2005 when they were added to income contingent repayments. Other tax rates or indeed disposable income isn’t included in that measure CPIH figure includes houses, under that £20 today was £10 in 1990, so even lower.
