So this is a pay upfront kind of deal right? But would that mean I'd have to have money tied up in a bunch of potential events that may be very unlikely? I'm curious how this all works in this respect.

Correct. The current plan is that the money would not be removed from your account or wherever until the city was confirmed by the band. If you have any ideas that would make users who are pledging more comfortable with putting up the funds, I'd be interested in hearing them!
