That's a false dichotomy. You could have a highly democratic, highly local government with a lot of authority for example. The choice isn't between Big Brother and a Wild West town. It also completely ignores that like 90% of what governments do is not to supply or withhold a right but to settle disputes between individuals when their rights are in contest.
