Likely he suggested... A person you've just met wouldn't take kindly to you just installing an app. Highly unlikely scenario you're painting. Also, "calling people without asking"? It's a little extreme to place this social norm you have on the whole of society. Learn to say no. I.e. someone calls, say "I can't talk right now" or don't answer and respond (when you're able) with "I can talk at x time"...
