Rather than aimlessly spending public money it might be better to encourage better corporation across the various companies. I've been reading quite a bit of Dr Deming's thoughts recently and he had the view point that there should be corporation through out the supply chain, not just trying to squeeze every last penny. He felt it would be better for market and society as a whole.
