Thinking of how one might deploy a test drone against an adversary in a way that is undetectable seems remarkably easy these days - they could have a container fall off a cargo ship and deploy a vehicle sized drone from that after floating in a shipping lane for a week or two at a safe depth.

Just like there's someone at the Air Force sitting at a desk tracking millimeter (probably smaller?) sized space debris, I am sure the Navy has someone who geeks out about every little piece of debris in the Pacific ocean and would be well aware of a new cargo container sized piece of debris that floated in a weird location then suddenly disappeared.
