Employees who were hired remotely during the pandemic, or even those who moved away during the pandemic, are not just going to move back once the pandemic is over. It's especially clear for those who never lived in SV. These folks were happy to live and work locally in remote locations for their entire career so far. They chose to stay in their location for years, over moving to SV. If you try to force them to move to SV, they'll just quit and continue working locally as they've done before.
