Putting an entire country through famines and encouraging paranoid political denunciations will squeeze out any concern to ethics and altruism out of any society. In their eyes, when someone gets scammed, the scammer is smart and the victim dumb and deserves what happened to him. I also wouldn't be surprised if it was facilitated by the PLA as a form of Unrestricted Warfare.
