  ...his sister-in-law told detectives that he had been playing around with a weapon she thought looked like a “machine gun” about two days earlier... Unbelievable. They knew he was hallucinating but it never occurred to them to tell authorities he had a deadly weapon.

    There was nothing the authorities could do. It's America. He's legally entitled to have that gun. If he bought the gun at a store (the article is unclear), then he just passed a background check. There was no point in telling authorities until he was already shooting people.
