At some level, this is a tension between continuous delivery and incremental updates and burden of support. I think they are correct in the assertion that you get version explosion, but possibly there is a middle ground which is, before you file a bug, have you tried updating first (aka turning it off and on again) and having a policy of ignoring/closing bugs of old versions as un-reproducible. Probably a no-win situation overall for the dev team, however.
