AZ sub-licensed it (Oxford required it of them; possibly why Merck aren't involved, but I could easily be wrong on that). AZ have committed to 3 billion doses non-profit and state they have production sites in 15 countries. It is also available under other names, for example the world's largest producer of vaccines is the Serum Institute of India, and they are making a Covishield branded version of it (they are aiming, I think, for around 900 million doses).
