Let's see if it is legal. I'm not sure it is, for example why are they just doing AZ and not Pfizer (despite Pfizer exporting WAY more than AZ)? Also, there are significant unused stockpiles of AZ all over Europe (and very few Pfizer stockpiled). If anything it should be the other way round. IANAL though.
