As opposed to what? All countries use the same argument to push popular programs, even if it makes little sense. I don’t see the US using the argument more than Spain for instance. We’ve had a new “educational reform” every ~8 years with every government change, because “think of the children”, when everyone knew the reasons had nothing to do with the children.
